You can take the Ru-38 Pistol in the El Capitan Tier by finishing the 'Capture An Army Outpost' job. Once you have special loot items like these, you will find it a lot easier to complete higher level jobs, usually from level 25 and beyond. When that happens, you'll be able to take your Mafia Wars game to the next level and start having the respect you deserve!
